Reviewers are key drivers of the conference peer review process, and Reviewing is a major commitment from members of the communities represented by ACM FAccT. As such, the conference makes a commitment to ensure that Reviewers are provided with the information they need clearly and in advance, are supported by an effective decision-making structure, and are recognized for their efforts. In turn, Reviewers are expected to be timely with their reviews, be active throughout the reviewing and discussion process, use their best professional judgment, and support and mentor the work under review. This guidance provides information Reviewers need to do their work.
General Guidance
Papers will be evaluated based on scholarly criteria in their designated area, including
- Relevance to the conference topic and chosen area: These areas are broad and described in the CFP.
- Quality and clarity of the submission: scientific and analytical rigor, depth of exposition (including contextualizing the approach, methodology, perspective, domain considered, etc.), evaluation of both strengths and limitations.
- Originality: new analyses, results, tasks, theories, methods, data, and/or perspectives.
- Potential for impact: potential to influence academic disciplines, public discourse, policy, or real-world systems.
Your review is important for two reasons:
- It will help the Area Chairs (ACs) and Program Chairs (PCs) decide whether to accept a submission.
- It will help authors by providing both clarity about the reasons for the decision and useful feedback about the strengths and weaknesses of their scholarship, which they can use later to strengthen their work.
Please aim to make your review as detailed and informative as possible–thorough, thoughtful feedback is essential to ensuring high-quality submissions are fairly assessed. As you prepare your reviews for papers submitted to FAccT 2026, please make sure to carefully review the guidance below. Remember that you are not only assessing whether a paper is worth publishing, but that you are also providing feedback to the authors. Try to be helpful, constructive, and kind in your reviews. If you are uncertain about what such a review looks like, please don’t hesitate to reach out to your AC, or to members of the Program Committee.
Reviewing Process
The reviewing process proceeds linearly from submission to final decision over several months, as follows:
- Abstract Submission. Authors register their submissions by the abstract deadline, typically a week before the full paper submission. The full paper does not need to be uploaded at this stage.
- Final Submission. Full papers are submitted. At submission, authors select Focus Area designations, as well as indicate any conflicts of interest they have, by updating their OpenReview profile with institutional affiliations and other potential conflicts of interest. Conflicts of interest include any current collaborators/students/authors/colleagues from the same institutions, and those who you have worked with in the last two years.
- Desk Rejection. Authors who fail to meet the submission requirements will have their papers desk-rejected. Specifically, this includes violations of: anonymity, submission length and other formatting requirements, as well as ACM policies, such as the Code of Ethics, AI authorship, concurrent and dual submissions, etc.
- Initial Reviewing Period. Papers will be matched to multiple Reviewers (typically three) and one Area Chair with appropriate expertise based on the Focus Area designations selected by authors, the paper abstract, and a Reviewer and Area Chair bidding process. Reviewers are given several weeks to provide detailed assessments and feedback to the authors.
- Initial Discussion Period. After submitting their reviews, Reviewers engage in an initial discussion of the paper, facilitated by the Area Chair. This discussion period allows Reviewers to integrate their diverse expertise and address potential disagreements or inconsistencies between their reviews. This collaborative discussion helps Area Chairs identify key issues and write a preliminary Area Chair summary to guide authors during the rebuttal stage.
- Meta-reviews and Initial Recommendations. A recommendation is made by the Area Chair (Accept, Revise minor, Revise major, or Reject) that incorporates the Reviewers' assessments and the discussion. The reasoning behind the recommendation, including the primary issues to be addressed if a Revise decision is likely, is described in a meta-review.
- Initial Calibration. Program Chairs review all the meta-reviews and recommendations to ensure a consistent standard in decision-making has been reached, discuss selected papers with Area Chairs, and then make initial decisions—whether to Accept, Revise (major or minor), or Reject.
- Initial Notification. Authors are notified of the decision. Authors of Accept papers may be asked to make minor changes while preparing the camera-ready version. Authors of Revise papers proceed to the Revision and Rebuttal stage.
- Revision and Rebuttal. Authors whose papers received a Revise (major or minor) decision are given time to revise their submission to address the Reviewers' and Area Chair's feedback and concerns, as summarized and prioritized in the meta-review. Authors submit their revised paper together with a rebuttal explaining how the feedback was addressed. An extra page (up to 15 pages, excluding references and Endmatter Sections) is permitted for papers at this stage.
- Re-review and Final Recommendation. The Area Chair and Reviewers assigned to the paper re-review the revised paper and rebuttal, and discuss the changes made. In this process, the Area Chair may rely on the judgment of the Senior Area Chair to determine outcome. Reviewers update their reviews and the Area Chair updates the meta-review, culminating in a final recommendation.
- Final Calibration. Program Chairs and Senior Area Chairs review all the updated meta-reviews and recommendations to ensure a consistent standard in decision-making has been reached, discuss selected papers with Area Chairs, and then make final decisions—whether to Accept (with minor revisions) or Reject.
- Final Notification. Authors receive a final decision by the Final Notification Deadline. Authors of accepted papers are expected to make any final edits while preparing the camera-ready version of the paper by the Camera Ready Deadline.
- Camera-ready and Poster. Authors prepare the "camera-ready" version of the paper, to adhere to the ACM and TAPS publishing format guidelines. Additionally, authors prepare a poster formatted presentation of the content of their accepted paper.
FAccT does not allow Reviewers to delegate their reviews to external reviewers or use LLMs to write reviews. If you feel you are not personally equipped to review a paper, please contact the Program Chairs as soon as possible so that the paper can be assigned to a different Reviewer if necessary. Writing your review
The overall scholarly criteria listed above are intended to guide your assessment of the contributions, potential impact, and how appropriately the work was conducted. See the Reviewer Form for more details on assessment criteria.
Good research does not require complicated methods, and comments that methods are too simple should be avoided. A paper should also not be penalized for not using the latest ML/AI models, especially when the research contributions or the problem the authors try to illustrate do not depend on models being used for experimental purposes.
Raising Ethical Concerns
Reviewers are expected to hold papers to a high standard of ethical practice. The ACM Code of Ethics and Professional Conduct provides the basis upon which ethical considerations are made. The code of ethics comprises seven principles:
- Contribute to society and to human well-being
- Acknowledging that all people are stakeholders in computing
- Avoid harm
- Be honest and trustworthy
- Be fair and take action not to discriminate
- Respect the work required to produce new ideas, inventions, creative works, and computing artifacts
- Respect privacy and honor confidentiality
This general set of principles allows reviewers to apply them to the specific papers they review. For FAccT, we ask that Reviewers use their best judgment to assess whether a paper might need further consideration in areas listed above, and specifically: improper treatment of human subjects or data annotators, including issues to do with fair pay; use of unethically collected datasets, datasets that have been retracted, or datasets not allowed to be used in the research context; potential negative downstream harms that require additional scrutiny or mitigation; environmental concerns; rights concerns; privacy concerns; safety or security concerns; legal concerns, including around copyright; dangerous materials and practices; warfare; discrimination, bias, and fairness issues; deception or harassment; and other topics of concern.
Authors may have addressed ethical concerns directly in their paper (for instance, in an ethical impacts statement at the end of the paper), and when they have concerns, reviewers should check these statements to see if they are satisfied. Reviewers are not expected to assess and provide evidence on these concerns, but to assess whether there are ethical concerns that warrant further expert review and outside decision-making on the suitability of the paper for inclusion in the proceedings. Reviewers are given a checkbox to flag any concerning submissions to the ACs and PCs, and the ability to leave comments with further details on ethical issues in a dedicated field in the Reviewer Form.
Any flagged papers are triaged as follows: flagged papers are studied by the Program Chairs using all available information to confirm the concern. Additional Reviewers in the areas of concern may then be assigned to provide further assessment. Program Chairs will use this to guide the final decision-making and provide these additional reviews to authors to support their work. Discussions with authors in such cases are handled sensitively in line with the best practices recommended by the Committee on Publication Ethics (COPE) which FAccT uses. If you have evidence of plagiarism or other severe research integrity issues, please email the Program Chairs directly as soon as possible.
Considerations on the use of Artificial Intelligence
ACM’s Policy on Authorship permits the use of generative artificial intelligence (AI) tools and technologies to create content, but requires that this use be fully disclosed in the Work. Generative AI tools—including systems such as ChatGPT—may not be listed as authors, because ACM authors must be identifiable human beings who have made substantial intellectual contributions and who take responsibility for the full content of the published work.
- Authors remain fully responsible for the correctness, originality, integrity, and presentation of all content in their submission, including any text, code, data, tables, graphs, citations, analyses, or other material created or substantially revised using generative AI tools. Individual authors will be considered non-delegably responsible for the content of their submitted papers. This responsibility cannot be transferred to, or shared with, any LLM or AI system. Any lack of veracity in content that is surfaced in the Reviewing Process will be considered grounds for desk rejection.
- Where generative AI has been used substantively to shape or create the content, methodology, analysis, or conclusions of a piece of work or output— for example, generating ideas, drafting argument from scratch or from a human-provided outline, analysing data, or producing findings— authors should disclose this use in the paper, normally in the Acknowledgements section. This kind of substantive use includes instances when an LLM or AI system is deployed to generate text based on author notes, bullet points, or prompts that direct it to synthesise selected articles, links, references, etc.Disclosures should include details of the precise usage (model version and nature of task) and, where applicable, the extent of human review. For example: “Claude Sonnet 5 was used to identify relevant literature followed by human verification of every paper and claim,” “Gemini 3.5 Flash was used to code a subset of the interviews based on a human-constructed codebook; that output was audited by two human reviewers and integrated into the qualitative analysis,” or “GPT 5.6 Sol was used as a brainstorming tool to generate ideas for the discussion section; all authors then discussed the AI generated suggestions and incorporated the model’s framing and recommendations.” Authors should err on the side of disclosure where there is uncertainty.
- The disclosure should enable readers to understand the relevant role of the tool. It need not be treated as a substitute for a substantive assessment of the work’s scholarly contribution, methodological quality, evidential basis, or ethical implications.
- Routine or assistive use of basic word-processing, spelling and grammar-checking, replacement-text, or language-translation systems is generally exempt from ACM’s disclosure requirement.
- Do not assume that polished prose, unfamiliar phrasing, or the absence of a disclosure alone establishes inappropriate use of AI. Review the submission on its merits and raise concerns only where there are specific, material reasons to question the accuracy, provenance, integrity, originality, or disclosure of the work.
- If you identify a potential material concern—for example, apparently fabricated or unreliable citations, unverifiable claims, undisclosed AI-generated substantive content, or content whose provenance raises research-integrity concerns—describe the concern clearly and neutrally in the designated confidential field for the Area Chair and Program Chairs. Reviewers are not expected to investigate or prove misconduct.
- As with other ethical or research-integrity concerns, do not include allegations of misconduct in comments visible to authors. Flag the concern for the Area Chair and Program Chairs, who will determine whether further assessment or action is appropriate.
This guidance concerns the use of AI in submitted work. The conference’s separate policy on the use of generative AI by reviewers—including confidentiality requirements and the prohibition on using LLMs to write reviews—continues to apply. For further details, consult the FAQ section below.

Frequently Asked Questions
Can I use LLMs to write reviews even if I check it afterward?
No, you should not let an LLM do the review instead of you, even if you check it afterward. The spirit of peer review is a dialogue between the reviewers and authors. Using LLMs to write your review for you is a breach of that implicit contract. Reviewers should refer to the May 2026 ACM Policy on Authorship and use of large language models (LLMs), and the associated SIGCHI blog post, which also apply to reviews and meta-reviews, though please note that FAccT may have more stringent standards than the baseline ACM and SIGCHI policy on LLM usage in reviews.
However, the use of third-party generative AI tools or software (local or cloud) is permitted, though not encouraged, to check fluency, formatting, grammar, spelling, punctuation, and language translation of the review that you wrote. You should carefully review the text that is returned in these use cases, to ensure that the revised text does not contain spurious additions or hallucinations.
You should not upload the submissions or text fragments to any third-party website (i.e., outside of the review platform), such as an LLM interface or similar, in accordance with the ACM Peer Review Policy, as this may breach the confidentiality of the paper submissions.
Please be careful: If we notice that a reviewer has used LLMs for their review (beyond light grammar or clarity checking), we take this as grounds to reject any papers that the reviewer is a co-author on, even at a later stage in the process.
What if a submission does not cite recent work?
It is not uncommon for different groups to be working on the same idea (referred to as contemporaneous work), and for these to appear on preprint repositories. For FAccT, contemporaneous work are papers released 4 months prior to the conference deadline. Hence, lack of awareness, citations, or comparisons to such works is not a basis for rejection of a paper. Similarly, it is not reasonable to expect papers to engage with work published close to or after the FAccT submission deadline.
Should I comment on an author’s command of English?
You should avoid commenting on the author's command of English, and instead focus on whether the paper is clear and readable. If a review contains problematic statements that the Reviewer is unable or unwilling to address, the Program Chairs (PC) and Area Chairs (ACs) reserve the right to make necessary edits to ensure the review meets the conference’s standards.
